The Oil, Gas and Mining Board has the authority to oversee and implement rulemaking. This rulemaking is conducted under the procedure outlined in the "Utah Administrative Rulemaking Act," Section 63G-3-301 et seq., and by the authority granted in Sections 40-6-5, 40-8-6(1), and 40-10-6(1)
