Robert J. Bayer was appointed to the Board of Oil, Gas
and Mining by Governor Leavitt in 2001 and brings knowledge of the minerals industry to
the board. He lives in Sandy, Utah and is currently the Managing Principal of JBR
Environmental Consultants, Inc.
Mr. Bayer has worked in and as a consultant to the mining industry for 26 years.
Before co-founding JBR 16 years ago, he worked for Getty Mining Company as an
exploration geologist and conducted exploration projects in the west, mid-continent,
and southeastern United States. As an environmental consultant, his areas of expertise
include mine permitting, reclamation and closure planning hydrogeology and geochemistry,
and environmental due diligence and risk management. Prior to joining Getty Mining
in 1975 he was employed by the Tennessee Division of Water Quality Control, where
he helped establish the state’s surface mine permitting program, and Conoco
Minerals. He is a past chairman of the Utah Section of SME (the Society for Mining
Metallurgy, and Exploration), a member of the Board of Directors of the Utah Mining
Association and one of its committee chairman. A registered Professional Geologist,
Mr. Bayer received a B.S. in Geology from Marietta College in 1971 and an M.S. in
Geology from the University of Tennessee in 1974.

Ruland J. Gill, Jr.
is Vice President of Government Affairs and Senior Attorney for Questar Corporation.
Governor Jon M. Huntsman, Jr. appointed Mr. Gill to the Board of Oil, Gas and Mining
in 2007. Gill joined Questar Corporation in 1973 after graduating from the University
of Utah with accounting and law degrees. His legal work has been principally in
the area of oil and gas exploration and development. In his professional career
he has been involved with several prominent intermountain area natural-resource
organizations. He has been President of the Utah Petroleum Association and as the
Utah/Idaho Vice President of the Rocky Mountain Oil and Gas Association. He was
also the 1984 Chair of the Energy and Natural Resources Section of the Utah State
Bar and was named that Section’s 1987 Lawyer of the Year. He has also served as a
member of the Utah Board of Lands and Forestry that sets policy and regulates some
7.3 million surface and mineral acres of school-trust lands. He served from 1994
to 2002 as Chair for the renamed Board of Trustees for Utah School and Institutional
Trust Lands."

Jake Y. Harouny.
A Utah resident since 1976 and a U.S. citizen since 1978, Mr. Harouny is a native
of Kabul, Afghanistan. He has a broad knowledge of oil and gas matters, as well as
experience in real estate, insurance, commercial aviation and business management in
general. Mr. Harouny is currently the president and CEO of Medallion Exploration and
affiliates, a Utah Corporation involved in exploration and production of oil and gas
throughout the United States, with some international exposure. Governor Jon M.
Huntsman, Jr. appointed him to the Board of Oil, Gas and Mining in March 2005.
Mr. Harouny holds a degree from Le Lycee Estequelal and has done more than three
years of study in Electrical Engineering at the University of Utah. He is married
with three children and resides in Holladay, Utah.

| Douglas E. Johnson
was appointed to the Board of Oil, Gas and Mining by Governor Michael
Leavitt in 2001, was reappointed by Governor Leavitt in 2003 and by
Governor Jon M. Huntsman in 2007. He is the current chairman.
Mr. Johnson graduated with a B.S. degree in Mining
Engineering from the University of Arizona in 1975. He began his career
as a mining engineer and then production supervisor at American Electric
Power's Meigs operation in Athens, Ohio. From 1977 to 1978 he was a
production foreman in Albers, Illinois, for Monterrey Coal, a subsidiary
of Exxon.
In 1978 Mr. Johnson moved to Utah to begin work at
Coastal States Energy's SUFCO Mine near Salina. He spent almost 25 years
with the company, the last 22 at the Skyline Mine near Scofield. There
he was Technical Services Manager for ten years and General Production
Superintendent for ten years. He worked for PacifiCorp as Manager of
Administration and Technical services at Energy West Mining Company and
as Corporate Services Director of UtahAmerican Energy before retiring
from coal mining in 2007. Mr. Johnson now manages Sales and Marketing
for Sanpete Steel, LLC, in Moroni, a major steel fabrication and
erection company serving the Intermountain West. He is a registered
Professional Engineer and a member of the Society of Mining Engineers of
AIME.
Mr. Johnson and his wife, Renee, live near Mount
Pleasant, Utah, and are the parents of a daughter, Tara, and a son, Ray.
He served two terms on the city council and also served as mayor of
Spring City, Utah. He has been a volunteer fire fighter, member of Lions
International, founding director of the Sanpete County Chamber of
Commerce and served as assistant baseball coach at North Sanpete High
School. |

Kent R. Petersen was appointed to the Board of Oil, Gas
and Mining by Governor Leavitt in 2001 to represent mineral and royalty interests.
He is the current Vice-Chair. Mr. Petersen is a
resident of Ferron, Utah, where he owns and operates a family ranch. He most recently
served as an Emery County Commissioner and was actively involved in public land issues.
Most notably he helped establish rules for local landowners working with the Utah
Division of Oil, Gas and Mining, and the Bureau of Land Management for coalbed methane
development and production. Mr. Petersen has also worked as a plant engineer at the
Hunter Power Plant and as a chemical engineer at Hill Air Force Base.

Samuel C. Quigley was raised in the
mining town of Eureka, Utah and is a 4th generation Utah miner. Mr. Quigley has more
than 33 years experience in the coal mining industry, beginning in the Utah coal fields
in 1973. After receiving a Bachelor of Science degree in Geology from the University of
Utah in 1972, Mr. Quigley worked for several Utah coal companies in various capacities
such as underground coal miner, exploration supervisor, project engineer, and mine
engineer. He retired as the Vice President of Operations for ANDALEX Resources, Inc.
in August 2006. He is currently serving as the Industry Coordinator for The College of
Eastern Utah’s Western Energy Training Center.
Mr. Quigley serves on the Board of the Carbon County Recreation and Transportation
Special Service District, the Board of Trustees of the Castleview Hospital, the Advisory
Board for the College of Eastern Utah Prehistoric Museum, and formerly served on the
Board of the Utah Geological Survey. He is a member of the Utah Mining Association,
Southeastern Utah Energy Producers Association and the Rocky Mountain Coal Mining
Institute. Governor Leavitt appointed him to the Board of Oil, Gas & Mining in March 2003.
Mr. Quigley is married with two sons and three grand children, and resides in Price, Utah.

Jean Semborski is a
Construction/Asset Integrity Supervisor for ConocoPhillips Company, based in Price,
Utah. She has extensive experience as an environmental coordinator in mining and
oil and gas operations. She is currently responsible for planning, design review
and implementation of all drilling and development for a gas field project, and
is also responsible for ongoing compliance with local, state and federal regulations
and best practices for oil and gas field operations.
Ms. Semborski is a graduate of the University of Wisconsin with a Bachelor of
Science in Geology and has done graduate level work in geophysics at the University
of Texas in Dallas, Texas. She is a member of the Utah Geological Association and
past Secretary-treasurer of Sigma Gamma Epsilon, the Geoscience Honor Society.
Governor Jon M. Huntsman, Jr. appointed Ms. Semborski to the Board of Oil, Gas
and Mining in March 2005.
